PHILIP S. BIANCO is a graduate of Santa Clara University, receiving a Political Science Degree in 1955. He obtained his Juris Doctorate at Santa Clara University in 1960. Upon graduation he worked for the IRS in its Estate and Gift Tax Division. Prior to starting the firm, Mr. Bianco practiced at a civil litigation firm from 1962 until 1968. Since 1968 he has operated as a sole proprietor until his son joined the firm in 1994. Mr. Bianco is licensed to practice in the United States District Court, Eastern District of California and all courts in the State of California. He is an Arbitrator for the American Arbitration Association. He was the President of the Tulare County Trial Lawyers from 1975-78 and Chairman of the Family Section in 1979.
